- The SHI dataset also contains information on the number of units that count toward the 10 percent goal per development, but in the case of mixed-income rental developments, it is not possible to know exactly how many of those units are affordable (income restricted) units. This is because both market-rate and affordable rental units count toward the 10 percent goal if at least 20–25 percent of the units in the development are “subsidized,” while only affordable units in homeownership projects count toward that goal.
